As evil as he was, God used Babylonian king Nebuchadnezzar -- who He called "my servant" -- to siege Jerusalem three times, and ultimately to destroy it -- along with the Temple -- and then to take the Jews captive for seventy years. He used the Assyrians and the Romans in the same way.
